Practice Focus

Steve specializes in appellate litigation, constitutional law, election and initiative law, and representing public entities. He has litigated numerous cases before the state and federal appellate courts, dealing with such issues as the scope of the initiative power, the “home rule” powers of local governments, and the privacy protections available under the California Constitution. He has also served as legal advisor to several statewide initiative campaigns. Finally, he has represented numerous public agencies and officials, both state and local, in a wide variety of matters. Although he has litigated numerous appeals in commercial cases, he brings unique perspective to “public law” cases involving the rights and duties of individuals and businesses vis-à-vis government entities, in which his experience representing both sides is particularly useful.
