Sandy Glover is the Appeals Chief in the United States Attorney’s Office for the District of Connecticut. She received her B.A. with High Distinction in Foreign Affairs from the University of Virginia and a M.A. in Political Science from Duke University. In 1997, she graduated with highest honors from the University of Chicago Law School, where she served as Articles Editor for the University of Chicago Law Review. Following graduation, Ms. Glover served as a law clerk for Chief Judge Richard A. Posner of the United States Court of Appeals for the Seventh Circuit, and for Justice Sandra Day O’Connor of the United States Supreme Court.

After her clerkships, Ms. Glover entered private practice in Washington, D.C., and then from 2001–2002, she served as an appellate lawyer for the Environment & Natural Resources Division of the Department of Justice, arguing on behalf of the government before the Eighth, Ninth, Tenth, and Federal Circuits. In 2002, Ms. Glover moved to Connecticut where she initially worked as an associate at Wiggin & Dana, before moving to the United States Attorney’s Office in 2004 to work primarily on appellate matters.

Ms. Glover has been Appeals Chief since 2010, and in 2016, received the Director’s Award for Superior Performance as an Appellate Attorney. In 2012, she was appointed to the Appellate Chiefs’ Working Group of the Attorney General’s Advisory Committee, and she served as Chair of that Working Group, and as a member of the Attorney General’s Advisory Committee, from 2014–2017. She was reappointed to the Appellate Chiefs’ Working Group in 2019.
